Independent Consultant: Currently providing freelance consulting services to companies within the information technology systems environments.  These services include proposal management, technical proposal writing, red/gold team reviews, new business development and marketing, computer hardware and software training, sales training, hardware and software configuration, desktop publishing, and microcomputer installation.  Experienced in the successful acquisitions of General Services Administration (GSA) Worldwide Federal Supply Schedules (FSS) including IT Professional Services Schedule Group 70; Management, Organizational and Business Improvement Services (MOBIS); Logistics Worldwide (LOGWORLD); and Human Resources/Personnel Outsourcing Services.  The following highlights are representative on my proven ability to consistently win competitive Requests for Proposals (RFPs) for large, small, and small disadvantaged businesses in the Federal and state government environments.

In 2004, secured a firm fixed price contract for TAMSCO for Command and Control Information Technology Infrastructure (C2ITI) support to the Office of Coalition Provisional Authority with an initial funding of $17.6M up to a ceiling $51.88M.  This contract is for the wiring of 28 sites in Bagdag, Iraq supporting voice, video, satellite communications, voice-over Internet Protocol (VoIP), 24/7 network operations center, and Help Desk support.  Advanced to Phase II for Department of Commerce COMMITS for InterImage, Inc. (InterImage) and apparent winner on GSA FAST II for Base 2 Technologies, Inc. (BASE2).  In 2003, successfully captured six (6) major contracts for large and small businesses located in the Washington, D.C. metropolitan area.  These contracts include indefinite delivery/indefinite quantity (IDIQ) contracts for Affiliated Computer Systems (ACS) with the Department of Health and Human Services/Center Substance Abuse Treatment for IT services, Information Systems Support, Inc. (ISS) with the State of Alaska IT Services, GSA/CONNECTIONS, GSA FFS MOBIS, and FSS LOGWORLD; and Technical Management Services Company (TAMSCO) with the U.S. Department of the Army/CECOM Rapid Response (R2) Program. 

In 2002 captured a firm fixed price contract for ISS with the Drug Enforcement Administration/Office of Information System's for IT support and Comsys Systems, Inc. (Comsys) for the IT Group/EHS Portal Requirements Analysis contract.  Acquired a five-year GSA Schedule Group 70 for TeamBI for IT Professional Services.  In 2001, captured a firm fixed price contract for ISS with the U.S. Army/TRADOC for ROTC Information Technology Support On-Demand Help Desk services and Science Applications International Corporation (SAIC) with the State of Indiana Welfare Reporting Automation (WRA) system and Welfare Reform Integrated Database (WRIDB) data warehouse program.

In 2001, captured a firm, fixed-price contract for ISS with GSA/Defense Information Systems Agency (DISA) for LAN/MAN/WAN, voice processing and audio-video systems for the new “Project Eagle” facility.  Secured a five-year IDIQ contract for The Moone Group, Inc. with the State of Maryland for the Employee Development and Training Institute (EDTI)/Office of Personnel Services and Benefits.  In 2000, captured a firm fixed priced contract for ISS with General Services Administration/Pacific Mobile Emergency Radio System (PACMERS) for Land Mobile Radio Installation and Maintenance Support.  Captured a five-year IDIQ contract for ISS with the Department of Transportation Value-Added Niche Information Technology Services (VANITS) for Secure Communications Services and Operational Maintenance Support.

In 1999, captured a firm fixed priced contract for Federal Data Corporation (FDC) with the Defense Information Technology Contracting Organization (DITCO) in maintaining critical mainframe computer hardware and software at all DISA Mainframe Processing Centers and 24/7 Help Desk regional support activities worldwide.  Other significant wins include capturing a $5M AT&T contract for the migration of IBM mainframe datastores to a SUN/UNIX client/server environment for CEI.  This contract was for the AT&T Virtual Telecommunications Network System (VTNS) financial billing system using IBM DB2, IMS COBOL, COBOL II, and batch job control language.  Prepared and delivered a two-hour oral technical presentation for Baltimore Gas and Electric (BGE) and was awarded a three-year IDIQ IT technical support services contract.  Captured an IDIQ services contract for Bell Atlantic for Visual Basic software development and Washington Metro Area Transit Authority (METRO) for Local Area Network (LAN) support services in December 1996.

Performed part-time personal computer training for Computer City in Rockville, Maryland.  Instructor and classroom materials were developed by Catapult, Inc., a wholly owned subsidiary of IBM.  Classes taught included “Introduction to Windows 95”, “Introduction to Microsoft Word”, “Introduction to Microsoft Excel”, and “Introduction to WordPerfect 6.1”.  Training was performed at Computer City’s Rockville training facilities and at client on-site locations. 

Computer Experts, Inc. (CEI)

Gaithersburg, Maryland - July 1995 to February 1996

Proposal Manager: Responsible for the tracking, development, management, and delivery of all Federal Government and commercial proposals for CEI, a certified 8(a) company, for the delivery of IT services.  Responsibilities included leading a capture team in managing and securing complex proposal opportunities in the client/server, local, and wide area network environments.  Pursued new business opportunities for software application development, Novell and Windows NT network engineering, premise wiring, and facilities management.

Successfully captured an $1,8M contract for the National Credit Union Administration (NCUA) in December 1995.  This contract was for the development of an enterprise-wide client/server loan processing information system developed using Microsoft Access RDBMS. Designed Howard University’s medical records database tracking system using Microsoft Access.  Also responsible for designing an inventory tracking system for Sterling Cellular One using Access with an integrated, hand-held, optical bar code reader. 

Falcon Microsystems, Inc.

Landover, Maryland / Fairfax, Virginia - January 1994 to October 1994

Senior Proposal Analyst: Responsible for preparing Federal Government proposals up to $50M for the Strategic Programs Division (SPD) in the personal computer integration market.  One of eight people with full contract signature authority in vendor/Federal Government negotiations.  Responsibilities included sourcing hardware and software product solutions, writing technical and cost proposals, and negotiations.  Captured in excess $1M in new business at the U.S. Navy Patuxent River Naval Air Station and the Federal Aviation Administration.  Captured one of the first Microsoft local area network (LAN) enterprise site licenses in the United States through a competitive invitation for bid for the U.S. Navy. 

Federal Data Corporation (FDC)

Bethesda, Maryland - August 1987 to December 1989

Proposal Program Capture Manager: Bid on multi-year contracts in the Federal Government systems integration market.  Captured $35.5M in new contract business in 1989.  New business awards included the U.S. Air Force/Denver, Colorado; U.S. Naval Air Command/Lakehurst, New Jersey; and the U.S. Securities and Exchange Commission, Washington, D.C.  Responsibilities included development of product solutions to satisfy request for proposal requirements, writing technical and cost proposals, and participating in vendor/government negotiations. 

Virginia Information Systems Corporation (VSC)

Arlington, Virginia - January 1983 to June 1987

Vice President: Promoted to partner in January 1985.  Staffed and managed a direct sales force for a UNIX/DOS value-added-reseller (VAR) marketing to Federal Government and commercial accounts.  Hardware platforms included NCR/Sperry Towers, AT&T 3B2, Wang mini and microcomputers, and IBM RISC-processor platforms.  Assisted in the analysis and database design for the Account Management Profile System (AMPS) for the New York Stock Exchange and the Constituent Tracking System (CTS) for the United States Senate and House of Representatives.

Learning Systems Director: Developed and delivered fee-based personal computer vocational training courses certified by the Board of Education for the Commonwealth of Virginia.  Issued Continuing Educational Units (CEUs) to students for successful class performance.  Custom-designed curriculum included DOS and UNIX-based office automation and proprietary database applications. 

Xerox Corporation

Houston, Texas / Leesburg, Virginia / Dallas, Texas - October 1977 to November 1982

Manager of Sales Training: Promoted in August 1981 to Division Headquarters in Dallas, Texas.  Managed a sales training staff that delivered personal computer application courseware nationwide.  Curriculum included word processing, spreadsheets, data communications, and database management systems.  Other responsibilities included curriculum development, internal training, and major account presentations.  Xerox Outstanding Management Award - 1982.

Sales Training Instructor: Promoted in June 1979 to the Xerox International Training Center in Leesburg, Virginia.  Delivered curriculum for basic and advanced sales skills, office automation application training, local area network instruction, and major account marketing.  Delivered more than 3,500 hours of classroom instruction.

Senior Sales Representative: Exceeded quota in sales for word processing products to the legal market.  Xerox President's Club - 1978. 

Wang Laboratories, Inc.

Washington, D.C. / Houston, Texas - October 1972 to September 1977

Sales Representative: Exceeded quota in sales for word processing products to commercial and Federal Government accounts.  Wang Outstanding Achiever’s Club - 1974, 1975, and 1976.
